The document highlights the significant contribution of the Galician industrial structure to the regional GDP and job creation thanks to sectors such as the automotive industry, shipbuilding, metalworking, forestry, food processing, and ICT, among others.

According to the report, the Galician Government is carrying out major initiatives aimed at increasing industrial activity in the autonomous community, as the engine of its economy. This planning is based on a strategy that has as its fundamental pillars the master plans for the various sectors of the Region and the Regional Plan for the Promotion and Acceleration of Industrial Projects.

The result of these policies, Rueda indicated, positions Galicia “as the third autonomous community with the highest year-on-year growth in the Industrial Production Index (IPI)” as of December 2025, with an increase of 6.5%, compared to a national average rise of 2.8%. This means that our region closed the year 2025 exceeding Spain’s industrial production growth rate by nearly 4 points, which stands at 2.8%. Thus, Galicia achieves an index of 96.72, surpassing the national index of 95.377.

The report also states that Galician industry already accounts for 16.4% of the total employed population in Galicia, a percentage that exceeds the national average by nearly three points, which stands at 13.5%. Thus, our region closed 2025 with an average of 192,300 people employed in industry, increasing the figure by 4.9% compared to the 2024 data and once again marking a historic record for employment. To these figures must be added the Gross Value Added (GVA) in industry, which recorded an increase of 5.2% and thus reaches record figures, while reinforcing the structural weight of the sector in the Galician economy.

Master Plans

One of the bases of the Galician Government’s industrial strategy lies in the master plans, roadmaps for the various key sectors of Galicia that arise from the need to analyse, identify opportunities and design support measures with the aim of promoting the development of industrial activity in the corresponding specific sector. At present, nine strategic sectors have been declared by the Galician Cabinet: automotive, shipbuilding, industrial logistics, metalworking, ICT, forestry industry, food industry, textiles and clothing, and construction industry.

As the President explained, “the first two sectors -automotive and shipbuilding- already have their plans approved”, while the remaining seven are at different stages of processing, with the approval of the master plans for the forestry-wood industrial sector and the ICT industry expected in the next quarter.

Boosting Industrial Projects

Another instrument of the regional industrial policy to enable Galicia to play a prominent role in wealth and job creation is the Regional Plan for the Promotion and Acceleration of Industrial Projects, which includes a series of measures aimed at facilitating the establishment of new industrial projects, as well as the expansion of existing ones.

Within this framework, Galicia has administrative streamlining mechanisms that allow the processing times for industrial projects, whether new or expansions, to be reduced. Among these, the figure of Strategic Industrial Projects (SIP) stands out, a key instrument for expediting business initiatives deemed to have such a strategic character due to their role in the development, implementation or execution of the regional industrial policy and their economic or social impact.

Thus, at present, as Rueda explained, “there are 14 declared Strategic Industrial Projects” such as the green hydrogen generation, storage and distribution plant in Arteixo, promoted by AccionaPlug; the biomethane factory driven by Norbiogas Biometanol in the Curtis industrial estate; Congalsa’s new frozen seafood plant in Pobra do Caramiñal (A Coruña) or the expansion of Urovesa’s factory in Valga, among others. In addition, he explained that four others have already been definitively approved as SIP by agreement of the Galician Cabinet: the data processing centre promoted by the company Galicia Green Data Center in the Corunna municipality of Curtis, Triskelion’s green methanol production plant in Mugardos, Stolt Sea Farm’s fish handling and packaging plant in Rianxo and the vegetable charcoal manufacturing plant promoted by Xallas Electricidad y Aleaciones S.A.U. (Xeal) in the municipality of Dumbría.

Economic Support for Investment

In parallel, the Galician Government, through the Galician Institute for Economic Promotion (Igape), develops various lines of grants that help attract companies to Galicia and improve the competitiveness of existing ones. Among the wide range of supports, the grants for attracting companies to Galicia stand out, whose objective is to stimulate the launch of major business investment projects in Galicia, with the main aim of boosting economic activity and the maintenance and creation of jobs, as well as attracting new business initiatives to Galicia, without renouncing the growth and improvement of existing companies or the creation and launch of new business initiatives.

The supports are aimed at small and medium-sized enterprises in the most important activity sectors for Galicia, due to their decisive role in job creation and because they constitute a factor of social stability and economic development, as well as the special difficulties in accessing capital and finance. On 16 January, the third call for these grants was published, which will remain open until 30 September. Since their launch in 2024, 50 projects have been supported with more than €40.1 million, mobilising investment exceeding €135 million.

Public-private collaboration, administrative simplification or industrial land policies, with the creation of new mechanisms to reduce procedures and lower prices, also form part of the Galician Government’s industrial policy.

Rueda highlights that the data
