Climate proofing: Analysis of climate change defense for subsidizable projects

Companies that promote infrastructure projects co-financed with European structural funds (ERDF, Cohesion Fund) in the 2021–2027 period are required to integrate the climate variable in the design, planning, and execution of the actions included therein. In particular, Article 73.2.j of the Common Provisions Regulation (EU) 2021/1060 establishes that projects must incorporate the so-called climate proofing, that is, a systematic process of analyzing their coherence with climate change mitigation and adaptation objectives, in line with the European Green Deal.

To respond to this requirement, the Economic Office of Galicia of IGAPE offers companies a specialized technical advisory and support service, to facilitate the preparation of that climate proofing report (climate change defense report) required by management authorities. Through this service, companies receive personalized support to draft a report adapted to their specific project, guaranteeing compliance with regulatory requirements and demonstrating their climate compatibility.

The support service of the Economic Office of Galicia is based on the Support Guide for the implementation of climate proofing of infrastructure, promoted by the Xunta de Galicia and aligned with the technical guidelines of the European Commission. The objective is to ensure that the infrastructure:

  • Minimizes greenhouse gas emissions (mitigation pillar),
  • Is resilient against present and future climate risks (adaptation pillar).

The report is prepared based on updated climate information (AdapteCCa, AEMET, MeteoGalicia, IPCC), technical project data, and official threat and risk maps (SNCZI, ARPSI, national catalog). We adapt the methodology to the type of project (construction, equipment, renovation, etc.) and to its degree of exposure and sensitivity.

What does the advisory and support service of the Economic Office of Galicia of IGAPE include?

  • Review of project documentation and identification of climate requirements applicable to it.
  • Calculation and analysis of the two climate pillars: Mitigation and Adaptation.
