For billing to regional and local government administrations, do we continue using electronic invoicing or switch to mandatory VERI*FACTU being self-employed?

Traditional electronic invoicing through FACE continues to be used or other authorized platforms, when the recipient is the public administration.

VERI*FACTU and B2G electronic invoicing (business → administration) are not exclusive nor substitutive of each other. The situation is:

  • The regulations of the Create and Grow Law govern electronic invoicing between businesses (B2B), and do not directly affect B2G.
  • The mandatory nature of VERI*FACTU applies to how invoices are generated and registered, not to how they are presented to the administration.

Therefore:

  • Businesses and self-employed individuals must use software adapted to VERI*FACTU starting in 2026.
  • But they will continue sending invoices to the administration electronically (Facturae, FACE platform) as before.
